Tony Latter is a senior utilities and engineering professional with over 23 years of operational leadership experience in the gas and multi-utilities sector.  As Head of Operations at Clee Pipelines Construction Contracting LLC, Tony plays a pivotal role in driving project execution, workforce management, and operational efficiency across the company’s growing portfolio of major gas and water infrastructure projects in the UAE.

Tony began his career in 2002 as an apprentice in gas network operations and has steadily progressed through the industry, taking on increasingly senior roles, culminating in director-level responsibilities.  He brings deep technical knowledge across gas mains repair, leakage management, new connections and pipeline replacement, from small-diameter Tier 1 to large-scale Tier 3 distribution works.

Before joining Clee Pipelines Construction Contracting LLC, Tony served as Head of Operations at TGL Group Limited, where he led the development of a new Energy Division specialising in multi-utility installation.  He played a key role in managing Lloyd’s accreditations (NERS, GIRS, WIRS) and oversaw complex utility projects valued at up to £40 million, ensuring compliance, safety and delivery excellence.

Previously, Tony was Co-Founder and Director of 360 Group of Companies Ltd, where he scaled the business from a two-man team to over 120 employees.  He successfully secured over £50 million in gas replacement contracts and built a full-service operational infrastructure encompassing engineering, reinstatement, and commercial departments. He also led joint venture projects in the UK, which helped lay the foundation for his transition into international operations.

 

His operational experience is underpinned by a wide range of industry certifications and practical training, including:

• NVQ Levels 1 & 2 in Gas Network Operations

• Gas and Water Main/Service Laying

• Safe Control of Operations (SCO)

• EUSR Core Safety, Machine Operation, Street Works (NRSWA), First Aid, Breathing Apparatus & Fire Safety

• ACS Qualified (CESP1, REGT1, MET4, TPCP1A)

Throughout his career, Tony has led teams in fast-paced, high-pressure environments, delivering critical infrastructure to exacting safety and quality standards.  His leadership is hands-on and people-focused, ensuring both operational excellence and strong workforce engagement.
