Rory McGoldrick is an accomplished Commercial Manager and Quantity Surveyor with over a decade of experience in the civil engineering and utilities sectors across the UK. Now based in the UAE as Head of Commercial at Clee Pipelines Construction Contracting LLC, Rory leads all commercial strategy, procurement, and cost control functions across the company’s major gas, water and infrastructure projects in the region.

With a strong academic foundation in Quantity Surveying (BSc Hons) from the University of Salford, Rory has built a career defined by commercial leadership, operational efficiency, and contractual expertise. His work spans the full project lifecycle - from estimating and tendering through to final account settlement, while ensuring value, risk mitigation, and financial integrity at every stage.

Before joining Clee Pipelines Construction Contracting LLC, Rory served as Commercial Manager at Rogers Civil Engineering Ltd, where he led the commercial function and supported 25% year-on-year growth. He introduced structured commercial processes including WIP/debt tracking and proactive change management, elevating performance across the commercial and operational teams.

Earlier, Rory progressed from Quantity Surveyor to Senior Quantity Surveyor at Network Plus Services Ltd, overseeing commercial responsibilities for multiple gas contracts.  He led subcontractor negotiations, produced accurate cost and value forecasts, and maintained project profitability from pre-contract award through to final account.

In addition to his permanent roles, Rory has provided freelance support through Goldrick Commercial Solutions Ltd, delivering commercial services such as tendering, contract negotiation, dispute resolution and process improvement to subcontractors and SMEs.
